The Federal Highway Administration (FHWA) has issued a policy memorandum regarding the applicability of the Cargo Preference Act (CPA) to the Federal-aid Highway Program. To comply with the CPA requirements and implementing regulations, the Caltrans Division of Local Assistance has issued Office Bulletin 16-01 to provide local agencies the required contract clause for all federally funded construction contracts awarded after February 15, 2016.
