Build.gov and White House Guidebook
The White House unveiled the build.gov website that contains “a guidebook to the Bipartisan Infrastructure Law for state, local, tribal, and territorial governments, and other partners.” This 465-page compendium contains information on current funding available under the law, such as key dates, funding opportunities, and direct federal spending across the government at the programmatic level. The build.gov website also contains a downloadable Excel file of all programs authorized under the IIJA. The White House notes, “This is the first version of this product. In the coming weeks, we plan to publish subsequent versions of this document to keep our partners up to date on the latest deadlines and details.” Attached below is a two-page toolkit to the Guidebook.
USDOT Plans Through March 2022
Two files are attached below. The first is a 90-day IIJA program “movement chart” to describe the actions USDOT will be taking by the end of March on each program listed in the file. The second is the list of programs USDOT will NOT be currently moving forward due to program funding constraints (i.e., flat FY 2021 funding and no starting new programs) in the Continuing Resolution through February 18, 2022.
FHWA Program-level Fact Sheets Released
The Federal Highway Administration updated its BIL website with new program-specific fact sheets for apportioned formula programs. You can find them here.
US Code Updated to Reflect IIJA
The Office of the Law Revision Counsel of the United States House of Representatives recently updated the United States Code to reflect all changes and additions made by the IIJA. Updated statutory text for Title 23-Highways can be found here; Title 49-Transportation can be found here.
