Project Bundling: Local Agency Partnering and the Infrastructure Law
March 15, 2022 – 11:00 am – 12:00 pm PDT
With passage of the Bipartisan Infrastructure Law (BIL), project bundling becomes even more relevant and important. The BIL specifically mentions project bundling and bridge bundling as alternative contracting methods for enhanced program delivery and encourages agencies to establish clear procedures for these methods so the known benefits might be more consistently realized.
The Federal Highway Administration (FHWA) would like to help State and local transportation agencies make bundling a routine process for saving time, money, and resources, especially as additional funds from the BIL are rolled out. States may create bundled projects with local agencies, and local agencies may bundle projects with other local agencies.
This webinar will focus on how local agencies might better implement bundling and will include example interjurisdictional agreement templates and case studies from Georgia, Nebraska, and Ohio. The San Francisco Bay Area Metropolitan Transportation Commission’s (MTC) will make a presentation about the use of pavement condition data to develop bundles. Join us to hear how MTC’s bundling effort could expand pavement treatment options not feasible in small quantities from a single local agency.

Project bundling can create some unique contract-related issues. In this webinar, we will demonstrate how you can address construction contract issues such as common specifications, common design standards, payment provisions, responsible parties, and demonstrate model contracts. We will present case studies demonstrating how all project delivery methods have been strategically used for successful bundled projects to reduce cost and save time.
