The Federal Highway Administration’s (FHWA’s) National Highway Institute (NHI) has recently updated the Introduction to NEPA and Transportation Decision Making (FHWA-NHI-142052). In this Web-based Training (WBT), participants will discover how this strategy approach balances the public’s demand for safe and effective transportation with the results of projects on the natural and human environment. That approach considers impacts of transportation projects on the human and natural environment while balancing with the public’s need for safe and efficient transportation. Topics addressed include NEPA classes of action, purpose and need, alternatives development and analysis, impact analysis, public involvement, interagency coordination, mitigation, and documentation. The Council on Environmental Quality’s and FHWA’s National Environmental Policy Act (NEPA) regulations, policies, and recommendations are covered in this program. This self-paced training is a recommended prerequisite prior to enrolling in FHWA-NHI 142005.
Once completing this WBT course, you will learn how to:
* Define the purpose and relevance of NEPA within the decision-making process.
* Identify where to find more information on the Council of Environmental Quality implementing regulations for NEPA, and the FHWA/Federal Transit Administration/Federal Railroad Authority joint agency implementing regulations for NEPA.
* Describe the NEPA concept of significance of effects.
* Evaluate what influences the level or extent of specific public involvement necessary for a project.
* Compare the roles and responsibilities of agencies in the NEPA process.
