When disaster strikes, the Emergency Relief (ER) program through the FHWA can help State and local agencies fund repairs to roads, bridges, and other infrastructure eligible for Federal-aid. FHWA is providing critical ER program information for agencies to be quickly reimbursed for work to restore critical transportation for the public. Congress authorized a special program from the Highway Trust Fund under Title 23, United States Code, Section 125, for the repair or reconstruction of Federal-aid highways and roads on Federal lands which have suffered serious damage because of natural disasters or catastrophic failures from an external cause. This program, commonly referred to as emergency relief or ER program, supplements the commitment of resources by States, their political subdivisions, or other Federal agencies to help pay for unusually heavy expenses resulting from extraordinary conditions.
