Office Bulletin #24-01:
Revisions to LAPM Exhibits 13-A and 13-E
A Lean Six Sigma (LSS) process improvement approach was completed on the Local Assistance Procedures Manual (LAPM) Exhibit 13-A: Short Form Right of Way Certification Local Assistance Project (off the State Highway System) that included revisions to improve the quality of submittals, and standardize review procedures. As a result of the LSS, a revision was required to LAPM Exhibit 13-E: Preliminary Engineering Right of Way Checklist. Effective May 2024, use of the revised LAPM Exhibit 13-A and LAPM Exhibit 13-E will be implemented for all federal funded local projects.

Office Bulletin #24-02:
Physical Incorporation of Form FHWA-1273
Local Assistance Procedures Manual (LAPM) Chapter 12 specifies that Form FHWA-1273 must be physically inserted into a final contract signed by the Local Public Agency (LPA) and the contractor and subsequent subcontracts. However, the current language can be interpreted as optional rather than a requirement. Office Bulletin #24-02 revises the language in Section 12.8 to provide procedural clarity.
