National Highway Institute (NHI) is offering the Planning and Environmental Linkages (FHWA-NHI-142078). This course is designed to empower participants with essential understanding and skills to navigate the complex relationship between transportation infrastructure planning and development and environmental concerns.
Federal Highway Administration’s (FHWA) Environmental Review Toolkit defines Planning and Environmental Linkages (PEL) as a collaborative and integrated approach to transportation decision-making that considers environmental, community, and economic goals in transportation planning processes. Using the information, analysis, and products developed during planning informs the environmental review process. NHI’s course offers participants invaluable insights into the strategies of States and Metropolitan Planning Organizations as a course toward more efficient and impactful decision-making.
To prepare for the PEL course transportation planners are encouraged to complete Introduction to NEPA and Transportation Decision-making (FHWA-NHI-142052), and environmental specialists are encouraged to complete Basics of Transportation Planning (FHWA-NHI-151052).
More information and resources can be found in the PEL Handbook available in FHWA’s Environmental Review Toolkit.
