The National Culvert Removal, Replacement, and Restoration Grants NOFO and Webinar Announcement

The Federal Highway Administration (FHWA) announces a Notice of Funding Opportunity (NOFO) with an availability of up to $784 million of federal fiscal year (FY) 2023 through 2026 funding for the National Culvert Removal, Replacement, and Restoration Grant Program also known as the Culvert Aquatic Organism Passage (AOP) program. This program funds projects that would improve anadromous fish passage by mitigating AOP barriers posed by transportation-related facilities such as culverts. National Culvert Removal, Replacement, and Restoration Grants FY 2023 – FY 2026: This webinar is intended to provide an overview of updates to the Culvert AOP Program for FY 2023 – FY 2026, provide applicants with knowledge for applying to program, and clarify any questions associated with the application process. This webinar is free and open to the public. It is intended for a broad range of attendees, including representatives of organizations eligible to receive funds under the Culvert AOP program, which are States, units of local governments, and Indian Tribes.
FHWA’s Innovation Exchange Webinar: Visualization Tools for Decision-Making

Explore tools available to project managers and teams when confronted with difficult choices in the design, construction, and planning phases of a project. Communication and visualization tools offer an opportunity to the public and others who are not immersed in the technical or engineering professions to plainly “see” and understand the risk of a specific action over another, or the consequences of no action. The lack of complete understanding of consequences or fully visualizing an outcome can lead to unfulfilled expectations, impacting projects and professional relationships. Today’s new visualization tools can better inform project teams, decision-makers, and the public, which leads to more and better-informed decisions.
Join speakers from the Office of Federal Lands Highway as they demonstrate several tools available to help communicate to non-engineers, such as handheld LiDAR scanners, 360-degree cameras, techniques for public involvement and engagement in a virtual world, and 3D printing.

Funding Available for Advanced Digital Construction Management Systems (ADCMS)
On May 30th, 2024, FHWA announced the availability of up to $17 million each for FY2024, FY2025, and FY2026 ADCMS grants.
The ADCMS Program was created to promote, implement, deploy, demonstrate, showcase, support, and document the application of ADCMS, practices, performance, and benefits. The actual amount available to be awarded will be subject to the availability of funds. Applications for FY 2024 funds must be received by July 30, 2024, at 8:59 pm PT.
Please note that applicants for this grant are limited to State DOTs, the District of Columbia, and the Commonwealth of Puerto Rico. State DOTs are encouraged to partner with LPAs and private entities.

Non-USDOT Capacity Building Resources and Opportunities
The Department of Justice (DOJ) released a joint interagency statement reaffirming the commitment to support State, Tribal, and local governments receiving federal funding for efforts related to advancing environmental justice and civil rights law. These efforts include providing technical assistance to recipients, conducting award cycle reviews, addressing discrimination complaints, and carrying out appropriate enforcement actions. The statement highlights environmental justice as a core civil rights issue affecting communities historically underserved by the Federal government and overburdened with pollution and underinvestment in local transportation infrastructure.
