Caltrans Earmark Repurposing Deadline: September 6, 2024


The Caltrans Division of Local Assistance (DLA) is kicking off a new round of Earmark Repurposing. To be eligible for the 2024 cycle of repurposing, an earmark must have been:

  • Designated anytime
  • Eligible for the Surface Transportation Block Grant Program
  • Within 25 miles of the original earmark location and either
    • Less than 10 percent of earmark funds obligated, or
    • Final vouchered and closed if more than 10 percent earmark funds are obligated

In order to help implement this Earmark Repurposing process, Caltrans DLA has posted lists of eligible projects, a frequently asked questions sheet, and repurposing instructions on the 2024 Earmark Repurposing Webpage.

On August 16, 2024, Federal Highway Administration (FHWA) issued guidance on the implementation of Earmark Repurposing provisions contained in the Department of Transportation Appropriations Act, 2024.

As the guidance was received late, requests are due September 6, 2024.
