What tools are required to answer today’s policy and planning questions?
State departments of transportation and regional planning agencies increasingly need to justify and quantify the impacts of their planning decisions. This requires tools that can transparently demonstrate how plans and policies contribute to reductions in vehicle miles traveled and greenhouse gas emissions while supporting other objectives and aligning with equity goals. Traditional scenario planning is useful, but often resource-intensive and lacking in quantifiable measures. Moreover, compatibility with existing tools is often a prerequisite.

Technical Assistance Available
States differ in how they integrate GHG policy and analysis into their transportation planning process. This Federal Highway Administration (FHWA) Every Day Counts (EDC) initiative provides approaches and methods that States, MPOs and key planning stakeholders can use to both quantitatively and qualitatively address GHGs in the planning process, based on identified state of the practice examples.
As part of this initiative, FHWA is offering technical assistance to State DOTs, MPOs, transit agencies, and other transportation agencies. Stakeholders should use the Technical Assistance Request Form to request services.
