The California Department of Transportation (Caltrans) provided a free webinar on December 17, 2024, as an overview of the update to the Caltrans Intersection Control Evaluation (ICE). ICE has been renamed to increase emphasis on the safety performance of intersection control and configuration alternatives during the screening and analysis steps of Intersection Safety and Operational Assessment Process (ISOAP).
ISOAP updates the process Caltrans uses to evaluate proposed traffic control and design geometrics for intersections and other access improvements proposed on the State Highway System. ISOAP refers to a data-driven, performance-based framework incorporating the Safe System Approach to screen intersection strategies and identify optimal solutions for new or improved intersections that considers all users.
