Effective December 2, 2024, the 2025-27 federal fiscal year annual Disadvantaged Business Enterprise (DBE) goal for all Caltrans’ Federal Highway Administration (FHWA)-funded contracts is 21.35%.
Recipients of federal funding, the California Department of Transportation (Caltrans) and California Local Public Agencies are responsible for the oversight, monitoring, enforcement, and reporting of all aspects of the DBE program in accordance with 49 Code of Federal Regulation (CFR) Part 26. As such, Caltrans must set a DBE overall participation goal every three years to allow women and minority owned businesses to compete for federally funded contracts. Based on the 2024 Caltrans Disparity Study, a new goal has been proposed/approved.
